Here is an appendix "From epidemiology to action – building competence and capacity for public health and health promotion in the ten new EU member states in Eastern Europe" to the main report of the project. After presentation of a model which describes major factors to be taken into account when planning nation-wide health promotion and disease prevention programmes, and after touching upon some of the main characteristics of the health promotion approach, a list of seven key elements in a comprehensive strategy to build competence and capacity in health promotion is presented. Next brief descriptions of the situation in two countries, Poland and Romania, is provided. A survey among selected informants in the ten new member states in central and eastern Europe is also presented. And finally, some urgent first priorities for action are pointed out.
